Sixteen TSOs will implement the new flow-based capacity calculation methodologies as of December 2020, in what represents a significant change to cross-zonal capacity allocation.
ACER published a Decision on the common methodology for the calculation of cross-border capacities in Austria, Belgium, Croatia, the Czech Republic, France, Germany, Hungary, Luxembourg, the Netherlands, Poland, Romania, Slovakia and Slovenia (Core region) respectively for single day-ahead and intraday electricity market coupling. The two methodologies establish a flow-based capacity calculation approach for 16 TSOs across 19 bidding zone borders.
The concerned TSOs will implement the respective methodologies between December 2020 and December 2022, with a significant review after 18 months. The changes are expected to significantly increase the cross-zonal capacity between participating bidding zones, as well as transparency with regard to the technical process of capacity allocation and price formation for cross-zonal capacity.
