The EC has published a series of recommendations on the modernisation of buildings, to specify how Member States should transcribe the revised building modernisation aspects of the Energy performance of buildings directive (EPBD) 2018/844 into national law. The recommendations are made in response to requests from Member States, and include guidance on building automation and controls, e-mobility and inspections. The revisions to the EPBD was the first dossier in the “Clean Energy for All Europeans” Package to be adopted, and is set to enter into force on 09 July 2019.
The building sector is the single largest energy consumer in the EU, while 75% of buildings are energy inefficient. The EPBD is the main legislative instrument to promote energy performance improvements. These recommendations on building modernisation build-on the recommendations on building renovation that were published on 16 May 2019.
Member States have until 10 March 2020 to transpose the new and revised provisions of the directive into national law.
